The definition and goals of a master plan can vary depending on the context, but generally a master plan provides maps and descriptions of a development site to guide long-term development. It should create an overall framework and establish key elements that reflect a community vision developed during an open public process. Master plans can address present and future land uses, scale and massing of built form, urban design principles, infrastructure, multimodal circulation, landscaping standards, and service provision. In this case, the plan will provide specific footprints and high level conceptual design for, and development with, a civic component.
Together, the Civic Center area and E.B. Rains Jr. Memorial Park – linked by Community Center Drive – represent one of the key public amenities in Northglenn. The area is also one of the premier (and last remaining) major redevelopment opportunities in the City. Northglenn has a rare and valuable opportunity to create a more inviting and functional heart of the community, and to leverage a valuable asset for the benefit of fiscal, placemaking, and community-building goals of the City. This master plan effort is meant to synthesize those civic goals, public aspirations, and market trends to help create an enduring, coherent, vibrant, healthy, and beautiful place for Northglenn residents and visitors to live, work, and play.
The plan will be used as a guide for making official decisions regarding development of the site, establishing partnerships, and informing phasing and implementation. Specifically, the plan will be used to provide concrete goals and actions that: establish a physical environment that supports a strong community; provide safe and easy connectivity and accessibility within and through the site; and create a place of distinction and quality that enhances the quality of life in Northglenn. The master plan will identify funding sources and partnership strategies to help ensure the timely and successful implementation of the plan.
There will be plenty of opportunities for community members to participate in the planning process, share their ideas for the site, and provide feedback on various options for development and implementation.
